  2. The banks are with Square Mile in the City of London Corporation which within itself outside of the UK government's jurisdiction for tax as well as the crowns jurisdiction. In a nutshell they tell the UK government what they are willing to pay and not the other way around. We could tell them to pee off but since our entire economy relies on the corporation seeing them leave would effectively make the UK poor then Mississippi, Americas poorest state.
