The president will want to do certain things which the permanent state will not. Generally we only see these topics that the presented in the campaign. Obama wanting to shut guantanamo bay is an example. Am sure Obama really wanted to close it but the bureaucracy within the permanent state will have prevented him. Trump has no off button and tweets almost all his thoughts. If he does want to pull out of Syria the permanent state will have a different idea and so will his son in law. His son in law has Trump plugged into Israelis agenda so Trumps idea's will be challenged from a governmental point as well from within his own family. I don't think Trump has an ideology, per-say, meaning he's easier to work from behind.
