  3.  @bluecool50  anything is a reserve currency...it is a function of what is accepted by the general community....what confidence people have in its tradeability. US dollar is a reserve currency as people have confidence in it, no-one decided it is...that is why most of Putin's ill-gotten gains are in USD and not roubles.
