  3. ​ @dimavologdin5170  I explained in my comment that there are multiple state actors developing nuclear weapons. That makes MAD obsolete. The only way MAD can work in this new environment is when every nuclear-capable or developing state can trust each other and sign onto it. A MAD treaty with only Russia is worthless.
