  1. The UK proposed the backstop because it is a fundamental piece of an orderly exit from the EU. The reason it failed to secure support in the British parliament was because half of its members wants to remain in the EU or at least trigger an election, and because in the governing party there's a faction of rebels hellbent on playing poker with the EU.
