What is the sense of having a charter of rights ( just a piece of paper) if you can suspend them for a cold or flu that 99.9% of people overcome. You need to comprehend laws , where they originally came from. Where does a man or woman get the authority to tell another man or woman what he or she can do if there is not out right hurting another ? ( An Observable victim) Your logic is absolutely flawed. The use of the emergency power has to be demonstrably proven in it's use , that never happened ( man cannot make laws , I'd he could he'd change thermodynamics).
