US has 1/3rd of the globe on sanctions, most are illegal Rubio has repeatedly stated that the rise of BRICS and dedollarisations means the US can no longer put countries on sanctions - because they refuse to kowtow to the USA Sanctions are an act of war but involves nothing more than the swipe of a pen. According to Chapter VII of the United Nations Charter, only the UN Security Council has a mandate by the international community to apply sanctions (Article 41) that must be complied with by all UN member states (Article 2,2). Doesn't stop the USA & EU from illegally applying sanctions when it suits them
