  3. It isn't deploying against the French state but against individuals that might act illegally. Constabulary duty are part of the Royal Navies role as well as war fighting.

  7. I think sending the second makes it political rather than purely the Navy doing it's job. But then it is a political issue so not sure if that makes in OTT.
