  2. I'm not sure if I've ever heard someone official saying infantry wouldn't be needed, only that less would be needed.

  3. The upgrade will be something like half the price of new tanks. Challenger 3 is a bit of politics but reasonable justified give the large number of changes, particularly the new gun.
