You would have no problem speaking English in the Netherlands because people in the Netherlands are the best non native English speakers in the world. You can rent a scootmobiel (mobility scooters I think they are called in English) in the Netherlands, the cost are between 5 Euro's (5 and a half dollars) and 12 Euro's (13 dollars) per day, depends on the maximum range of the scootmobiel, they go from 20 Kilometers (12 miles) to 80 Kilometers (49 miles).
