Article 1 section 8 clause 11 should be for the people not corporations. Carbon emissions are simply a real thing, not only costing us treasure and billions of $$$. @biruss textualism is a method of statutory interpetation whereby the plain text of the statute is used to determine the meaning of legislation. We agree to attempt to determine the statutory purpose or intent. This is what the vid shows. Agree that yes we are a republic but a have Cooperative federalism. We simply agree that the fed and the states have common interest. So to share freedoms FROM each other. FREEDOM FROM POLLUTION! These states do not really want their citizens to have freedom, because freedom involves responsibility, and they are frightened of the responsibility. why? are the senators and goveners owned by oil and gas, coal company's just looking for 1/4 profits not concerned with disasters in other states? perhaps right?

@biruss good question. But first we must consider if the Constitution is a living document or a dead document. Either is augmentative to some. I err on this side of history. Lets just consider the 7th amendment. The concept of "common law" but in common law there is no legal definition of living together. So lets say in the 14th amendment. But then ya got to believe in the since that mans behavior can effect the air you breath, the water you drink, the environment you live in. The goal is to be a man of action, but act like men of thought. when I say man I mean mankind.

@biruss well isn't that cute by half. The EPA wins most of it's cases. But the R's put some bad dudes up there. In the end; history shows when this happens it always gets worse right before it gets better. One of the reasons of 45 being a 1 timmer. Personally I think the Green New Deal policy's are weak. After The knitting of the clean air act I would just unilaterally knock the industries teeth out. Then let them try to impeach me wiel I continued to brutalized them.
