I don't think anyone knew what the virus was at the time, no knowledge at all which was withheld from China for months. Cummings sounds like he didn't do his job either. I don't see how anyone anywhere had any idea of how to handle it, neither did anyone in the EU or USA. WHO was giving contradictory advice and demands though they supposedly didn't know either. We know better now how to deal with a worldwide pandemic. I hope so anyway. I wouldn't want Cummings in charge. He broke lockdown himself, testing his eyes whilst driving somewhere.
