Force majeure is French, pronounced 'force majur' but with a soft 'j', and implies the hand of God was at work, so the balloon was beyond China's control.

A weather balloon can provide military information - just track where it goes, and you know where a bomb-laden balloon would go.

German was running commercial (hydrogen) Zeppelin flights from 1910. Germany dropped bombs/incendiaries on London from Zeppelins in WWI Hindenburg disaster happened 1936. (Zeppelin flight from Europe to US.) Japan sent bombs to US East coast by balloon in WWII.

You can make tens of thousands of balloons for the price of a satellite. Imagine the cost of shooting them down.

It's a difficult thing to do - shoot down a balloon; they fly very high and very slow. IR missile won't see it - balloons are not hot. Radar missile won't see it - only sees solid/metal things. Lazer-guided missile? I don't know. Ordinary bullets - short range, and don't kill hydrogen balloons. Explosive bullets/tracer rounds - short range, do kill Hydrogen, not Helium. Difficult to get a plane to fly at 60,000 ft - no lift, has to fly fast. Hard to hit a slow moving target when you're flying 600 mph.

Another question is cost and speed of replacement. An air-to-air missile is very expensive. What if China sends 1,000 balloons?

@mikekouvatasjr5417 If you captured them, they'd prolly put in a self-destruct or anti-tamper system. A laser might be a good weapon against a balloon and a laser-armed balloon would be a good vehicle to intercept an enemy balloon.
