Ammo depots have to be guarded, and kept away from civilians. The more depots you have, and the more you disperse ammo, the more guards you need, and the harder it is to protect civilians.

It does not identify who used the cluster bomb, nor which area was hit by it/them, nor which people were hit. Who is "Ukrainian" depends on your pov. Russians call Crimeans "Russians", Ukranians call Crimeans "Ukranians." If the meaning of your claim depends on the bias of the reader, it's propaganda.

@adolfhennecke701 Ah, propaganda is fun. Today we're lying by association, and by disassociation. They're "Russian clustershells". This means we're meant to think they were fired by Russia. Then who fires American clustershells? This is like when Ukraine loses Leoard tanks, they're "Ukrainian tanks", but when India sells oil, it's "Russian oil".
