Firstly, the signal is only on when the drone is flying (or the transmitter is being tested "on air"). Short range drones have short flight times, so you don't have long to detect the signal, locate the source and direct artillery (say) onto it. This is especially true, if the operator knows where his target is, before launching a drone.

"There must be some continous radio signal." There usually is, but there doesn't have to be. In a car, you usually have your foot on the gas, and hands on the wheel. In a Cesna airplane if it's trimed correctly - you should be able to fly straight and level without touching the controls.

@istinagy5835 Don't conflate the control signal that goes to the drone, with the video signal that comes from the drone. The video signal is not useful for locating the drone operator.

@istinagy5835 Yes, the video signal is continuous. The control signal is probably continuous, but doesn't have to be. You said it must be.
