  1. The question is not "is it an act of war", the question is "is it against international law". Consider Russian military and merchant ships in international waters. Without a declaration of war, such attacks would be illegal under maritime law.

  2.  @ViolentCabbage-ym7ko  I don't think you're right wrt economic zones, but that's not something to persue. Britain infamously sank several French warships in a French port, without causing a war between Britain and France.
