He's just trying to rationalize the fact of the German starvation of Britain, Belgium, the Netherlands, Denmark, Norway, Russia, Estonia, Latvia, Lithuania, Belarus, Ukraine, Poland, Czechoslovakia, Romania, Yugoslavia, Greece, Albania, and so on, and so on. Germany, along with Japan and Italy, were responsible for food shortages around the world. When millions of men are having to fight, food production falls. Thus Germany, Japan and Italy caused the famine in Bengal.
