Britain is an ally of France, and France and Russia are long-time allies - There're political/diplomatic considerations. 3. Perhaps, "the enemy of my enemy is my friend." National Socialism and International Socialism cannot be friends, so Russia was going to be fighting Germany sooner or later.

  5. You've changed the meaning. It's "it doesn't matter who votes", which means you don't have to prevent the opposition supporters from voting - a thing that is observable by foreign agents.

  8. Oh my god - you people are hard work! Do you understand "the cat is black" means many things including "the cat is not orange"? So, "we will cheat in the count" means "we will not cheat at the poll booths." Intimidating voters - the Mugabe way - delegitimizes both the election and the government. How do I know Mugabe supporters intimdated voters? Because it happened in public - it was seen - it was reported around the world! Cheating in the count is smarter - it's not visible to outsiders. Also, Saying "I would cheat in the count", devalues the legitimacy of other foreign elections. It says to the world "don't criticize my election when yours are just as crooked." The legitimacy of governments matters in international trade and diplomacy. So having the appearance of free and fair elections matters, and if you're making an appearance, you want to be seen! An election rigger wants people voting, so that they can be seen voting, and so that the government can claim lots of votes for themselves! The magician shows the hat is empty before he pulls the rabbit out. If you're going to cheat in an election, you want it to look as legitimate as possible. Is all that really so hard to understand?
