Assent is procedural and ceremonial - the Queen holds sovereignty in trust (on behalf of the people) while Parliament is closed (which prevents the Govt passing laws in their absence). If Parliament doesn't close, the Queen doesn't need to hold sovereignty. She can assent repeatedly without declining in between. (Declining would cause a constitutional crisis.)
