  5. It's not meant to power a city, it's meant to absorb a small over-supply, and meet a small over-demand. That would still need thousands of cranes tho.

  6. Heat rises. The top of your structure will warm up, so you wont condense much water. Put the evaporator at the top, and the condenser underneath - you'll process (eg desalinate) a lot more water, but you can't get any work out of it.
