First off, sonar is sound, this would be radar. Second this would require receivers capable of working out the timings of the waves rather than the information in them. Then it would have to be directional to get the whole picture, this is why your sonar shots in movies show the spinning line, that is the actual equipment ‘spinning’ to get the whole picture. Communication is not the same system as monitoring. This project would be huge to implement and given that every local sparky working on installing the towers could see what was going on the information would leak like a sieve.
