It's not just a failure of the financial system it's also a failure of democracy and the political system. Democratic governments should be the equivalent of resolutely unpartisan referees overseeing a game where their primary concern is to ensure fairness of play and that the game keeps flowing at all costs. Sadly 'the referees' have been bought off by a relative few of the players and the rest have effectively been hobbled. The 'game' is no longer is no longer fair by design.
