Unfortunately a mandate is the law legally speaking. Effectively you don't have a choice and if you choose to ignore the mandate then there are associated legal penalties that come with that. Not something I'm happy writing in this instance, but true nonetheless.

@grimbleahoy I suspect it would be argued by the Austrian state or others, were it ever to be legally challenged under the NC, that it could be justified on the basis that there is no alternative, TINA, as stipulated within the code. Don't get me wrong, I'm not in any way supportive of this, but it is quite telling that no government anywhere has yet come out to outright condemn this move.

@moran68 I think people seem to be a little confused about the various meanings of mandate, but in this context the following legal definition applies, Mandate A judicial command, order, or precept, written or oral, from a court; a direction that a court has the authority to give and an individual is bound to obey.
