Aah, spiritual home of the trouser press. Greetings.

Fascinating how, post war, the various UK governments believed they had a 'cradle to grave' duty of care towards their populations including providing them with access to adequate housing under an unwritten social contract. It all went t!t$ of course in 1980 when a certain Margaret Thatcher sounded its death knell. Best summed up with that infamous insidious phrase, 'there's no such thing as society'. Only individuals and their families. Basically, as ever, we didn't get the politicians we needed, but we got the politicians we deserved and we are where we are 'thanks' to those historical choices.

The key phrase there is, 'The problem is we have such a mismatch of supply and demand, that rents are increasingly determined by what tenants can afford'. Essentially permanently restricted insufficient supply meets apparent limitless and increasing demand. Similar to the mortgage market and explains why property prices keep rising seemingly defying all logic. Lenders will simply lend what borrowers can afford and thus up and up the prices go. Sadly Western economies, moreso the UK's, are heavily built around this model so there is little incentive to change it and indeed there would be great trepidation about doing so for fear of killing the Golden Goose.
