There existed, from 1997, a Friendship and Cooperation treaty between Russia and Ukraine that agreed that neither country would seek to threaten the security of the other. It was, I think, renewed every 5 years. Perhaps unsurprisingly, 2014 was a gamechanger as was the prospect of NATO membership and Ukraine refused to renew it in 2017. Make of that what you will.

The original 1991 Constitution of Ukraine did indeed contain within it its commitment to neutrality as Aaron says. "The Ukrainian SSR solemnly declares its intention of becoming a permanently neutral state that does not participate in military blocs and adheres to three nuclear free principles: to accept, to produce and to purchase no nuclear weapons". Its parliament only voted to end its neutrality after the CIA sponsored Maidan coup in 2014 which is particularly odd in timing terms given its previously stated constitutional aim to remain neutral and how NATO first mooted the prospect of it joining in its 2008 Bucharest Summit Declaration. 'NATO welcomes Ukraine’s and Georgia’s Euro-Atlantic aspirations for membership in NATO. We agreed today that these countries will become members of NATO. Both nations have made valuable contributions to Alliance operations. We welcome the democratic reforms in Ukraine and Georgia and look forward to free and fair parliamentary elections in Georgia in May. MAP is the next step for Ukraine and Georgia on their direct way to membership. Today we make clear that we support these countries’ applications for MAP. Therefore we will now begin a period of intensive engagement with both at a high political level to address the questions still outstanding pertaining to their MAP applications. We have asked Foreign Ministers to make a first assessment of progress at their December 2008 meeting. Foreign Ministers have the authority to decide on the MAP applications of Ukraine and Georgia'.

Ukraine didn't have any nuclear weapons. The nuclear weapons it had were Russia's and were effectively useless because they didn't have the codes to fire them. Moscow did. Ukraine, which had previously enshrined in its 1991 constitution its commitment to neutrality, not possessing nuclear weapons and not joining any military bloc did not have its territory invaded ie Crimea until 2014 after the CIA sponsored Maidan coup and massacre overthrowing its internationally recognized democratic leader.

Is it just me, or is that one of the lamest excuses you've ever heard. Ukraine was supposed to be a neutral state all along. Russia isn't going to compromise its own military just to get a peace deal with Ukraine FFS.
