  2. Let's be utterly frank here. The US, uniquely, has an ultimate veto over ALL these transnational institutions, even the ones it doesn't itself recognize like the ICC. Its basis for doing so, interestingly, is that it undermines its sovereignty although it's quite happy to see it undermine everybody else's. B$ on stilts, basically.
