  1. Chances that anything high techie and expensive to set and do got done in Ukraine like biolabs without the monetary backing and input of a generous outside benefactor does seem a bit of a stretch if I'm honest.

The Russians know where all these biolabs are and they know they're potentially hazardous so why would they go in like bulls in china shops with regard to them potentially endangering themselves? They want to know what's inside more than anyone I should imagine so it doesn't make sense to bomb them either.
