  1. The NHS is 'designed' to permanently run hot. There is no slack in the system. It is a political and economic choice that the public at large has long tacitly accepted. Cast your mind back to the London Olympics and the opening ceremony glorifying the NHS. No wonder the rest of the world was either utterly bemused by that spectacle or were p*ssing themselves laughing.
