  1.  @leopoldsoderpalm-berndes3599  inflation is, by definition, an officially previously agreed overall measure of prices over a period of time. That some may go up and some down over time misses the point. A river's level may both rise and fall over the course of a year, but it's quite easy to see, all things being equal, whether it has risen overall over that time, fallen or stayed the same compared to the previous year.
