  1. The real question is if Ukraine tries to agree a deal with Russia will the US effectively veto it? Zelensky would need to get any deal passed by both the Americans and the Ukrainian right both of which would likely be on the same page. This is probably why he insists anything must be passed via a national referendum. Easier said than done in a war torn country amidst an ongoing war. Minsk all those years ago, though less than ideal, was aimed at avoiding all this unfolding tragedy.
