One of the big tricky issues that's rarely discussed here is that this rump of poor that is kept there 'pour encourager les autres' as much as anything is sustained in part by an neverending stream of unchecked immigration designed to suppress wages and effectively prevent organized unionization. This seems to be an impossible circle to square for the perennial virtue signallers of the left. You can't simultaneously be pro-ending poverty and pro-unchecked illegal immigration. They're mutually exclusive.
