  1. One solution would fix this in less than 3 months. Ban renting by imposing a massive 100% tax on landlords for any portion of rent that is over > $200 / month / bedroom. This will effectively cap all rent to $200 / month / bedroom. This means landlords can not longer live from collecting passive money, like rent which is usury and wrong. Since they will still have to pay property tax most landlords will be forced to sell their rental properties or loose money and this will drive house market prices down.
