  4. Law enforcement around the world are still vastly behind in the rapid rise of digital scams, frauds and hacking. It's an area that needs to be improved upon to prevent wrongdoing and protect the vulnerable whom are inclined to fall for this. Some people are shameless and so cold to the point where they'll be able to sleep at night, laugh it off and dismiss all sensations of guilt in their immoral behavior that results in innocent people suffering . Zero tolerance is required against such actors.

If the police didn't catch and handle this unstable and unpredictable shoplifter, you'd complain about the police not doing enough. I'm sure the police could've been calmer, but it's not that easy. You never know what people you're up against. Whether they're on drugs, willing to use violence, willing to flee justice, etc.
