Seems like Rio's mayor is taking the pandemic relatively seriously, compared with the government and Bolsonaro that has diminished the outbreak since its inception. I can see that it's hard for impoverished/2nd world countries to take outbreaks seriously when many barely have food on the table. But many countries with such a status has managed to implement some restrictions and cautious policies. There's no excuse not to at least acknowledge it and try to signal that we must collectively take it seriously, which Bolsonaro sadly didn't do, therefore the country's high infection/death rate.
