  2. Indeed. A temporary lock down while simultaneously providing compensation to bleeding businesses until a return to normalcy is available is what every government should've resorted to. Otherwise you'll end up in a situation where hospitals are overrun, the country has to close down/open up, businesses may go bankrupt and the market becomes unstable.
