The extra measures suggested or extra oversight into this guy, etc, wouldn't have stopped this exact person because he behaved in a non-suspect manner, followed the law and travelled around without raising suspicion at all. That's why the person pretty much was unstoppable for authorities. I think Reuters published a great article earlier today going into thorough detail into what happened and why it couldn't have been stopped, if you're interested.

  4. Stronger authorities and surveillance is how i'd tackle this. Letting people use their own weapons to defend themselves? Nah. That leads to bloodbath, unless you're enforcing gun laws in the way Switzerland does it.
