  1. EU has dropped the objective to preserve peace and stability though. This project with Russia may be an exception because cheap energy and economic growth often takes precedence for the EU. EU keeps sanctioning Russia for their domestic political affairs. They penalize Hungary and Poland for nationalist politics supported by the people. Acts undiplomatically when dealing with China or their Asian allies. Provokes and bites due to political differences. I wouldn't call such a player a peacekeeper.

  2. Could be. What if the energy production line is shutdown during disputes or conflicts, causing immense energy shortages in the EU? The pipeline could be a powerful tool that keeps its involved players in check.
