  1. Because his advisors told him what to say to the military commanders with full insight into these foreign conflicts and militant groupings. It's not like Biden's out on the battleground. That said, I thought his speech was quite striking and satisfactory for it to be a Biden speech. Promised troop removal, expressed sorrow and regret over the fallen soldiers, and pledged to strike back against ISIS. But none of this dissolves his responsibility for what happened.
