  1. Because many democratic legislators opposed the mass spending plan consisting of redundant spending and minimum wage hikes, which won't solve the country's problems. And because some legislation in the Senate requires a 60/40 vote, unless the filibuster is suspended or exempted from a vote, the latter may've applied to this vote if I recall correctly.
