It's often forgotten that legislation and policy seen as unusual or a little bit controversially far-reaching by Western standards, are usually the norm and entirely supported by the people in these countries. I'm not sure about this law, but I wouldn't be surprising if it's very popular to stifle and root out terrorism. The people vastly support Duterte's war on drugs, after all.
