  1. While Mauritius seems like a promising part of Africa, it's an incredibly small country. Population rate wise, they only represent 0,1% of the African continent's population. A drop in the bucket. Most of Africa is still stuck in recession & regression.

It instead has other benefits/characteristics that attracts investors and rich billionaires even if they have to pay taxes, such as high standards of living, a culture that certain people like, relative safety and a powerful position on the global stage. The more poorer and unknown countries has to attract elsehow, such as by becoming a tax haven.
