  1. Because not every country has been enforcing strict lockdowns. Some countries are open with almost no restrictions, resulting in large gatherings, sport events, parties, clubbing, drinking, people visiting restaurants and not caring at all what their selfish actions may result in. Not every wears a mask nor is forced to wear a mask. Not everyone cares about social distancing. Also, businesses aren't closed everywhere. Many still go to work daily, which requires a suit or at least dressing properly.
