Seems like they're punishing someone just for the sake of punishment, to make it appear as if some justice is served and that something is being done. The volcanic eruption were unpredictable and extremely unlikely. How about putting measures in place to prevent similar catastrophes? What about the responsibility of participating in these high-risk guided tours, is that non-existent? Feel free to fill me in if you've got further insight.
