  2. Reactive penalties and sympathy is always kind and a natural response. But to counter these shootings and unstable individuals from infringing upon others, you have to be proactive. Prevent the factors and sources that causes people to commit these atrocities. Figuring out these factors and how to tackle them is tough and controversial, but the way you have to go if you care about preventing this from reoccurring.
