  1. You think they steal the money through embezzlement? That's now how these aid programs work. Corrupt states and officials that the money is sent to tend to be the sources that embezzles the money. Or, the money is allocated to ineffective or shady projects that results in embezzlement or the capital being thrown in the water, figuratively. That's the issue, ought to be rectified.
