He's seen as an annoyance, and represents the opposition of the country. That worries Putin and the authorities. It's believed that Navalny was poisoned by the Russian state a few months ago. Now, he's being accused of violating parole rules because of not attending a meeting that he couldn't attend because he was in a coma. The West, EU and USA in particular, are very critical of the arrest and punishments of Navalny and the associated protesters that we've seen the past weeks.

This type of comment reminds me of MBS of Saudi Arabia's response when the West expressed war cries and sorrow when it was revealed that the Saudi state had executed Khashoggi. MBS said something along the lines of "why are you so upset? Why is the world in shambles over this? I'm surprised that the world is so surprised."
