If Saudi Arabia are in favor of vaccinating and are making the travel to an important Islamic holiday conditioned on vaccination, i'm sure that'll lead to most muslims being vaccinated very quickly. These religious governments in MENA can easily force their people to take the vaccine as well, if needed.
