  1. Provoke, trying to divide and conquer (without achieving anything of value) and seeking conflict rather than peace is the North Korean way of going about things. That's why they're so despised and isolated by the international world. Why they arguably have to be put in place and controlled.

  2. Nobody wants to strike first. Turning NK into a parking lot may spark a nuclear war, albeit a short one, and kill off millions of arguably innocent people. Diplomacy and negotiation to the end is the preferred route.
