  2. If you remember the forced disarmament and the dismantlement of the Empire of Japan after WWII, that resulted in Japan barely having any real army for decades. This is a huge change. Japan doesn't have any imperialist intentions or aggressive tendencies, so this is all justified. But still a significant transition into a new era.
