  1. High qualitative technology to such out large quantities of water in order to control floodings and storms is something that would be desirable in these circumstances. I'm surprised that such an alternative doesn't exist. Building out walls, blockades, moats and shelters in high-risk geographical locations would also mitigate the damage from these storms and landslides.
